Primary job function and duties: The Plans Examiner assures the health, safety and welfare of the public by performing Standard Level III Mechanical and Plumbing plan review of construction documents. This employee will verify that the building complies with the North Carolina State Building Codes and the Greensboro Municipal Ordinances before issuing a building permit. The successful candidate will verify the completeness and accuracy of the permit submittal, investigate the conditions of the existing building, advise designers with regard to code requirements and methods of compliance, check construction documents for code compliance, make interpretations of the code, report the approval or rejection of proposed design to permit applicants and their design teams, and issue a permit as appropriate. This individual must be able to effectively communicate both orally and written. The employee should possess the ability to learn new and proprietary computer applications for plan review tracking, permitting, and building inspections and should be able to use Microsoft Office Suite software and an electronic plan review application, such as Bluebeam Revu. The applicant should be able to perform the physical requirements of the job which include, but not limited to: standing, sitting, walking, stooping and lifting up to 25 lbs. The job is NON-EXEMPT under FLSA.</p>

STUDENT APPLICANTS</p>

<p style="margin-left:21pt;">The NC Mechanical Inspectors Association Scholarship Committee may establish reasonable and operable procedures and qualifications for determining the selection of the student or students considered as recipients of grants from the Association funds, provided it is not in conflict with criteria or guidelines herein stated and as follows:</p>
<ol><li>The student applicant shall be a spouse, child, or dependent of a living mechanical inspection certificate holder who is working for a building inspection department of the City, County, or State Government, and further that such City, County, or State Agency or department shall be an active member of the NC Mechanical Inspectors Association for at least five (5) years. The mechanical inspection certificate holder shall be an active mechanical inspector with a minimum of five (5) years’ mechanical field inspection and/or plan review experience, beginning minimally with a probationary certificate.&nbsp; In order to be eligible for a scholarship, the jurisdiction must be in good standing in payment of Association dues.</li>
</ol><ol><li>The student applicant shall agree that the use of grant funds shall be predicated on his or her enrollment or continuance of education in a recognized and/or accredited school such as a college, university, trade school, business college, or as may be acceptable to the NC Mechanical Inspectors Association Scholarship Committee and Board of Directors.</li>
</ol><ol><li>The applicant shall possess qualities of good character and integrity.</li>
</ol><ol><li>The applicant shall provide a record or evidence of satisfactory scholastic or school grades, ability, ambition, and desire for continuance of education.</li>
</ol><ol><li>The grant of funds may be utilized by a student for continuance of succeeding year or years upon satisfactory academic progress, subject to review by the NC Mechanical Inspectors Association Scholarship Committee The maximum number of years that funds may be granted a student is four (4) years.&nbsp; All students desiring continuation of funding must apply each year by submitting this application form.</li>

Work involves inspecting a variety of electrical installations for quality of workmanship, materials and safety precautions; interpretation, application and enforcement of rules and regulations relating to the construction of new buildings and the repair and maintenance of existing buildings; and interpretation, application and enforcement of rules and regulations relating to plumbing, and mechanical installation in new and existing buildings. Employee is also responsible for inspecting buildings and facilities for electrical, plumbing, mechanical and reviewing plans and specifications for new construction. Employee must check plans and specifications for proposed installation to ensure the codes and ordinances have been followed, but must exercise independent judgment in applying these standards to a variety of work situations. Employee must exercise considerable initiative and independent judgment in all phases of work. Employee must also exercise tact, courtesy and firmness in contact with public officials and the general public. Work is performed under general supervision of the Code Enforcement Officer Supervisor and is evaluated through conferences, reports and observation.<br /><br /><br />Examples of Duties:<br /><br />ESSENTIAL JOB FUNCTIONS<br />■Inspects buildings in the process of construction, alteration or repair for compliance with building code requirements, approved plans, and construction and safety practices; evaluates and reviews residential and commercial building and plot plans, structural framing, insulation installation, and general arrangement of building facilities for quality of design, materials and workmanship.<br />■Inspects electrical installations and facilities for compliance with code requirements; checks plans and specifications for the proper installation and connections of fixtures; investigates complaints concerning buildings that may not comply with electrical codes.<br />■Inspects heating and air conditioning systems of building structures; reviews newly issued building permits along with plans and specifications for proper heating, air conditioning, and ventilation systems; assists and advises contractors and others regarding pertinent regulations.<br />■Inspects plumbing systems of building structures; reviews newly issued building permits along with plans and specifications for proper plumbing systems; assists and advises contractors and others regarding pertinent regulations.<br />■Inspects new and existing residential and commercial buildings for conformance with safety standards; inspects mobile homes and mobile home parks for adherence to applicable codes and City ordinances; inspects establishments selling alcoholic beverages for compliance with applicable codes; issues inspection certificates for approved installation.<br />■Reviews building codes and site plans for compliance with applicable codes.<br />■Attends desk to receive and answer inquiries concerning planning, inspections and permit procedures; receives and pursues complaints alleging code violations, performing inspections as necessary; reviews building plans and specifications; issues building permits and certificates of occupancy, as appropriate.<br />■Enforces state and local codes to the extent authorized, issuing stop-work orders and pursuing other legal remedies, as necessary, to stop violations.<br />■Testifies in court, as necessary.<br />■Maintains all necessary reports and records pertaining to inspections and code enforcement work<br />■Attends and participates in meetings, and/or prepares correspondence, with builders, contractors, building owners and occupents, to advise them of code changes and violations at construction sites.<br />■Reviews and studies building code regulations to stay informed of changes in building codes and ordinances; completes necessary classes to maintain required inspection certification. &lt; &gt;May assist with the supervision and training of subordinate Code Enforcement Officers.Prepares and presents safety talks to various groups.<br />■May assist with the supervision and training of subordinate Code Enforcement Officers.<br />■Performs related work as required<br />Qualifications:<br /><br />Graduation from high school, supplemented by vocational course work and/or special training in building inspection, and some experience in residential and/or commercial electrical, building, plumbing and mechanical work, with experience as a licensed contractor preferred; 	</li><li>Reviews submitted drawings of proposed construction for compliance submitted by applicants seeking authority to obtain a construction permit. 	</li><li>Discusses with customers for compliance with notices that have been issued to comply with concerning violations; maintains background records for possible legal actions.<br />
	</li><li>Confers with architects, contractors, builders and the general public in the field and office; explain and interprets requirements and restrictions.<br />
	</li><li>Researches computer records, and files regarding a variety of building-related or issues. Maintain files and reports regarding plan review activities and findings; prepare daily reports of plan review activities performed and results.<br />

	</li><li>Confers with inspectors and personnel from other departments and divisions to ensure consistent code and ordinance enforcement.<br />
	</li><li>Prepares correspondence to homeowners, contractors, and others for needed corrective action needed on reviewed construction drawings along with the technical code and ordinances references that apply.<br />
	</li><li>Monitors the review process by routing applications and plans; tracks applications through the approval process. Notifies supervisor of applications requiring special attention to expedite the approval process.<br />
	</li><li>Reviews and authorizes sign permits issuance after review of structural review and approval.<br />
	</li><li>Assists in the development of public information materials.<br />
	</li><li>Reviews construction project submittals for floodplain compliance based on North Carolina State Building Code.<br />
	</li><li>Provides information to the public concerning structural and other matters; works with developers towards plan completion.<br />
	</li><li>Confers with inspections staff and make recommendations for action; assist staff in solving controversial issues.<br />
	</li><li>Maintains appropriate certification from then NC Building Code Council to perform work at this level.<br />

Ronnie Greene presented a motion that starting with the 2013 Annual Meeting, the hospitality room would no longer provide alcoholic beverages.  Members may bring their own beverages to the hospitality room.  The usual assortment of drinks, mixers, chasers and snacks will be provided.  The motion was passed unanimously.</description>

The North Carolina Mechanical Inspectors Association is proud to announce that our 40th Annual Educational Conference will be held August 12-15, 2012.  We are looking forward to going to a new location this year, The Shell Island Beach Resort at Wrightsville Beach, NC.<br />
<br />
We will have a get-acquainted buffet dinner Sunday night at the Shell Island Beach Resort beginning at 6:00 pm.  A buffet lunch with the vendors will be offered on Monday for all conference registrants and their families.  There will be a companion’s and children’s breakfast on Tuesday morning, followed by a brief program and door prizes.  On Tuesday night, we will conduct a banquet and awards presentation, including door prizes.<br />
<br />
Tuesday will be our education day.  We will provide six hours of continuing education that will be approved under the Code Officials Qualification Board Continuing Education Program for mechanical inspectors.<br />
<br />
We will conduct our annual business meeting on Wednesday morning.<br />
<br />
Dress for the conference will be casual or resort wear.  In order to give the Shell Island Beach Resort an accurate count for the number of people for each meal, please indicate on the registration form the number of people who will be attending each meal function.<br />

To ensure that all reservations are properly coded to our group room block, it is imperative that all attendees provide the name of our group, NC Mechanical Inspectors Association.  Guest Check-in is 3:00 pm, check-out is 12:00 Noon.  <br />

The Resort cannot promise an early check-in, so do not expect to get into your room before 3:00 pm.  I am sure you will be welcome to sit out by the pool or in the lobby and enjoy the facilities prior to your check-in.  <br />

Conference Registration:<br />
<br />
The registration form has a place to enter the number of people in your family who will be attending the meal events.  It is important that you fill in that information so that we won’t run out of food!  If you don’t fill it in, we will assume that the inspector only is attending.<br />
<br />
The registration fee for this year’s Conference is $135.00 for an inspector and family if payment is received no later than July 15, 2012.<br />
<br />
If you prefer to pay at the door, the registration fee will be $145.00.  Please pre-register by mailing your registration form and marking the appropriate box on the registration form.<br />
<br />
The registration fee is $50.00 for retired inspectors and their companions.  <br />
<br />
The registration fee for non-members of the Association is $175.00.  <br />
<br />
Registration fees include the Sunday night dinner, all breaks, the Monday vendor lunch, the Tuesday morning companions’ and children’s breakfast, and the Tuesday night banquet.  <br />

We will be conducting a vendor show on Monday and offering 20 exhibit tables for $250.00 each.  If you know of any suppliers or manufacturers who would be interested in participating, please call Jean Williams, NC Department of Insurance at 919-661-5880 ext. 260, or e-mail at jean.williams@ncdoi.gov or Charles Taylor, City of Wilson at 252-399-2240, or e-mail at ctaylor@wilsonnc.org and they will be happy to forward an Exhibitor Registration Form to them.
